CAS Academician FANG Shouxian, the Director of BEPC National Laboratory hosted the opening ceremony. In his report, Dr. FANG first expressed his thanks to the committee members for their contributions in promoting the development of the national laboratory, and then reviewed the progress of the BEPCII Project; he called for more suggestions on the future laboratory development.

Dr. ZHAN Wenlong, Vice-president of the Chinese Academy of Sciences (CAS) spoke highly of the Upgrade Project of the Beijing Electron Positron Collider (BEPCII), and further pointed out that IHEP has been center of attention in the field, therefore bearing even greater pressure and responsibilities for the future development of high energy physics. To conclude his remarks, Dr. Zhan briefly introduced the next-stage CAS Innovation Program and the planned mega-science facilities for the 12th Five Year Plan.

Many talks on different topics were made at the plenary session, Chen Hesheng on BEPCII construction and its scientific results, Wang Yifang on BESIII physics, Wang Jiuqing on BEPCII operation and its further upgrade, Jiang Xiaoming on synchrotron radiation.
