On November 27th and 28th, 2009, the Institute of High Energy Physics (IHEP) held the Second Seminar for Strategic Planning in Miyun County, Beijing. The seminar discussed the key projects for the Twelfth Five-Year Plan, the national key scientific infrastructure projects in the coming 20 years and the laboratory infrastructure projects in the next five years.

Dr. Chen Hesheng, Director of IHEP opened the seminar by reporting the recent progress of ADS project, the Deep Underground Laboratory in Jinpingshan District and the 30th Meeting of the U.S. /PRC Joint Committee on High Energy Physics. Other IHEP directors reported the developing strategies in their respective fields of particle physics experiments, particle physics and astrophysics, the outlines of the IHEP Twelfth Five-Year Plan, the development of accelerator construction, etc, which were followed by heated discussions. Though disputes existed, but it was good and helpful to clarify some of the essential issues.

Prof. Li Weiguo summarized the seminar. Dr. Chen Hesheng gave his comments and emphasized on the importance of bringing in and training more talented people.
